Ruhango district has topped the mid assessment of the current fiscal year performance contracts. The district, which scored 88 per cent, is followed by the City of Kigali with 76.5 per cent, Kirehe with 64.7 per cent, Musanze with 62.9 per cent and Ngororero with 60.5 per cent.The least performers are Rusizi with 32 per cent, Burera with 36 per cent, Gatsibo with 54 per cent, Gasabo with 54.5 per cent and Kamonyi with 58.9 per cent.The results were released yesterday during a meeting between the Prime Minister, Pierre Damien Habumuremyi, and local and central government leaders to discuss this fiscal year’s performance contracts.The general observation was that most of the activities committed to be done were on track.It was noted that areas with good performance were agriculture production, 12-Year Basic Education, and sector credit and saving schemes (Umurenge SACCO).Most of the activities behind schedule are those directly implemented by parastatals  such as Energy and Water Sanitation Authority, Rwanda Agriculture Board, Workforce Development Authority, and Rwanda Transport Development Agency.For example, a project in Muhanga district to bring safe drinking water closer to the population which was supposed to be funded by EWSA was behind schedule, though officials from the water and energy body said the project will be completed by May.Hope"You have achieved a lot as central government and the speed you have shows hope that you will overcome all the remaining challenges. The central government is also committed and nothing can fail us to achieve together,” the Premier told the leaders.He urged them to focus more attention on mining, health, education, small and medium enterprises and agriculture.But the local leaders attributed delays in projects implementation to delays in disbursement of funds, limited commitment and ownership of performance contracts by some central government institutions and setbacks in the procurement process.It was noted that foot and mouth disease outbreak in Eastern Province also affected different programmes like one cow per poor family and revenues collection.The PM asked the districts leaders whose performance seems to be low to keep pushing and work together with various institutions to try and have them achieved by the end of the fiscal year (in June).The Minister of Local Government, James Musoni, said the performance is not poor and urged both central governance and local government to work to make performance contracts a success.He asked, especially central government, not to take performance contracts as the task of local leaders only help with the implementation.
