Editor,A swamp is a wetland that is forested. Why do they (Rwanda Environment and Management Authority-REMA) spend so much time on simple geological terms? And I doubt it is the responsibility of MPs to define what a swamp or a wetland is. If needed, they should hire geological engineers or consultants to help define these terms accurately once and for all, in Kinyarwanda, English and French.Laurent, Glasgow, Scotland Reaction to the article, "REMA speaks out on Land Bill”.  (The New Times, of February 2, 2013.)
