Editor,This is my response to the article, "When citizens interact with Kagame,” (The New Times, January 27, 2012).I like the way our President solves problems of citizens. But I am also frustrated by the way some officials put a deaf ear to problems prevailing in their locality; yet they were given all necessary authority to serve and solve any issue in their capacity. His Excellency President Paul Kagame cannot manage to meet all Rwandans to solve their problems. We shall not achieve the Vision 2020 if some authorities do not do what is required of them. A case in point is land bureau in some districts. One can apply for building permit (Auto Batir) that ends up being processed after one to three years. How shall we develop while providing such services? Why can’t people/institutions learn from the Director of the Department of Immigration and Emigration Anaclet Kalibata? This is one of the institutions that deliver effective services yet they serve many people including foreigners but none has ever complained about their services.Jean Nepo Kamanzi, Kacyiru, Kigali
