Editor,IT WOULD have been helpful if Lilian Mupende (the Kigali City Council, Director of Urban Planning) did not stop at only warning but also advised on how one can easily obtain information regarding the (Kigali City) master plan. Can it be viewed online? Is there an office where it can easily be consulted without being given the runaround until one gives up?Kanama, Kacyiru, Kigali **********************Indeed, the advice from Lilian Mupende (KCC) is OK. Nevertheless, the public needs to know where information on the Kigali Master plan can be found because not everybody is capable of travelling to KCC offices to make inquiries.
