Editor,  Try as you will, France has spared no effort to prove to Rwanda and the Banyarwanda that it holds them in contempt. That country (inventor of the guillotine) has committed and abetted genocides in Indochina, Algeria, Rwanda and caused death and mayhem elsewhere. And they always assume the never-apologize attitude. So what, we are a superpower, they say. Just watch what their new envoy (to Rwanda) was sent to do – perhaps the same as his colleague G.
