Editor,This is with reference to Allan Brian Ssenyonga’s article "Bad news! Kigali finally has traffic jams” (Sunday Times, December 23).  Yes, some of the roads need upgrade!But there is also an issue of roads that are not used optimally. For instance, the road from the Handicrafts Village (near APE Rugunga) up to Gikondo used to be a two-way street. Now it is one-way, barely used and it makes the main road from downtown Kigali to Gikondo overcrowded! What s the use of that?Mugabo, Kigali
