Rwanda Governance Board will launch a fund to build the capacity of local government entities in a bid to build the decentralisation process on a solid foundation. The board will also reinforce gender equality and women participation in decentralised entities after findings established indications of male predominance within local entities.Its other focus will be on the fiscal decentralisation to delegate more powers from the district to the sector level that already delivers 96 percent of services to the population.The Director General of the RGB Prof Anastase Shyaka made the remarks on Tuesday during a meeting with Andreas Proskch, the African division director of German Development Cooperation (GIZ).Shyaka further commended the three-decade partnership between Rwanda and GIZ which has emerged as a key RGB partner in decentralisation and capacity building.Proskch commended RGB for its achievements in decentralisation and good governance adding that the country had made key strides where other African countries had failed.Shyaka provided an over view of his institution’s agenda to the GIZ official in a bid to enable the German body to come up with plans for more support.  Proskch said he was impressed by RGB’s plans to give more power to the sectors and the involvement of the civil society in the process."Many African countries try the decentralisation process without being conscious that it requires funds. At the end of the day, they get stuck and just abandon it. For Rwanda, it’s a different story because you plan ahead,” he said.Proskch said GIZ will do all its best to continue supporting this process in the country.
