MUSANZE — A delegation of seven members of the Germany Federal parliament yesterday visited Musanze and Rulindo districts.
The visiting legislators are to acquaint themselves on districts management of funds allocated by the government and the management of public expenditure at the decentralised level. They also want to learn how financial decentralisation influences service delivery in Rwanda.
According to a letter sent to the districts, the visit of the Germany parliamentarians led by the parliamentary secretary of state Karin Kortmann are also to look into the management, implementation and impact of budget support ( from Germany) on the national and local level.
The Germany delegation which was accompanied by the State Minister for Local government, Christine Nyatanyi held discussions with the district officials on the financial flows from the national budget to the district level, public financial management, local priorities, their implementation and impact.
According to the Germany parliamentarians the district mayor’s presentation of the last year’s district budget which is supported by funds from the central government and locally collected taxes and revenues showed accuracy and good expenditure.
From the locally collected funds, Musanze had a balance of 10 per cent equivalent to 40million added to the money from the central government which was not meet the district budget expenses.
According to the regulation, from the locally collected funds, salaries are not supposed to exceed 30 per cent (21 per cent used-musanze),development expenses not supposed to be less than 30 per cent (33 per cent used-musanze), district activities not supposed to exceed 40 per cent (33 per cent used-musanze).
After the presentation, the Germany delegation officially invited the district mayor Celestin Karabayinga to come and present the budget expenditure before the Germany parliament in September.
