Editor, FOLLOWING the latest Auditor General’s report, the Parliament’s Public Accounts Committee (PAC), spent the whole of last week grilling heads of government institutions, procurements officials and budget managers over financial irregularities highlighted in the report. The parliament can prevent the loss of public funds and every Rwandan should support them. We listened to all manner of explanations and excuses about poor accountability. Some may be genuine while some may be totally unacceptable.Some cited, among others, internal weaknesses and heavy workload on accountants in districts. Reports indicated that emergencies like disasters were being used by bureaucrats as an excuse to flout procurement procedures.The internal tender committees and the Rwanda Public Procurement authority are in place as a measure to protect and ensure the procurement guidelines are respected.Peter Higiro,Kigali
