In yesterday’s issue of The New Times it was reported that the City of Kigali issued a warning to the proprietor of Papyrus Restaurant and also indicated that it faces imminent closure. We wish to categorically point out that no warning or notification of closing was given to this business.

In yesterday’s issue of The New Times it was reported that the City of Kigali issued a warning to the proprietor of Papyrus Restaurant and also indicated that it faces imminent closure. We wish to categorically point out that no warning or notification of closing was given to this business.City authorities only advised the proprietor of Papyrus to comply with approved plans of his new building in its use and and smooth management of activities in order to ensure the serenity of the neighborhood and safety of his clientele and the public. This is clearly stipulated in the official communication addressed to the said business operator and nowhere in the communication was the possibility of closure mentioned.It is important to point out that in breach of building rules and regulations; there are different corrective measures that can possibly be taken, not necessarily the closure of a business. What has been done in this case is a normal and common practice and it is aimed at maintaining order, safety and rights of the city residents.The City of Kigali is presently engaged in correcting past mistakes, where Kigali was developed without respect of proper urbanization guidelines. It is, therefore, important that to avoid same mistakes where developers change plans without seeking the necessary approvals after required assessments.
