Editor,This week, I realised that all Taxi-Motos were insisting to have all their passengers use ‘smart head covers’. This is fantastic.  When I asked one of them why every ‘Taxi-Moto’ was now complying with the recent directive, he told me the fine one gives for not using smart head covers is heavy.I thank the law enforcement people. The use of smart head covers will definitely protect passengers from contracting skin related diseases.While the idea of using smart head covers is fantastic, enforcing it had become a serious problem previously.  It’s indeed necessary that Taxi-Motos provide the headgear for their passengers. In the past, passengers never cared yet this is about protecting them against skin related diseases.We don’t need to be told every time what we should do.Eugene Kayiranga, Kigali
