The new Ombudsman has reaffirmed the government resolve to fight corruption. While receiving the mantle last week, she acknowledged that corruption is difficult to prove since it’s done in such a subtle way. Proving it calls for protection of whistleblowers, cooperation and appropriate legal provisions.According to Transparency International, Rwanda has maintained its record in fighting corruption. The law protecting witnesses and whistleblowers are already in place. These pieces of legislation underscore the government’s resolve to fight graft. But that is not enough.According to the office of the Ombudsman, the whole institution is still understaffed, with only ten staff, it is a challenge to fight graft efficiently.Even when the appropriate laws are in place, there is still need for human and financial resources to implement them. Availing sufficient staff and funds to allow it to properly function up to lower local government levels, where corruption is often reported is necessary. The past prosecution of corruption suspects is a clear sign that the government is serious about combating the vice in our society. Let us all support the Ombudsman in this campaign. Also, the fight against corruption should be extended, to include the private sector. Those found guilty, should face financial penalties that can help the office of the Ombudsman meet its operational costs as it endeavors to be more efficient.
