Editor,I would like to congratulate Paul Jules Ndamage and Kickers residents for emerging the best in the implementation of the 2011/2012 performance contracts (Imihigo). With your hands on, honest and effective approach, the sky is the limit. The team spirit you have built in the district will swiftly take it forward. But can I kindly request the authorities to find out why Gasabo was second last?Nothing happens without a cause. We, the residents, think the Mayor isn’t in charge at all, rude juniors have taken over, you bribe your way at most governance points, nobody seems to know the relationship between acceleration of development and taxation, they want tax minus enabling citizens to invest quickly, the queue for services starts at 5a.m, ICT is a dream.. Any other position is self inflicted, meanwhile citizens get tired, bored, and angry, frustrated and lose money.Angelo, Kacyiru

Dear Angelo, Perhaps I should first congratulate Kicukiro District and indeed the Mayor for top performance. While 95.5 per cent is nothing but impressive, as a resident of Kicukiro, I think what the 5 per cent cracks represent matters too. Does 5 per cent represent life saving or secondary needs? Your comment on Gasabo District especially on ICT being a dream raises more questions about the substance of the content of performance achievements. Gasabo was in the news over the last year apparently for introducing electronic archiving system.I am wondering what kind of system it is, who and how it operates. One would assume that the Electronic Archieving was part of wider ICTs developments in the district.Zamu Isma, Kicukiro ----------------------------------Editor,I hope the Mayor of Gasabo is reading this. Gasabo seems to do the exact opposite of what Kicukiro District does and indeed gets the exact opposite ranking. Visit Gasabo District, any Umudugudu, Akagari, or Umurenge location and see how they work, then tell us whether the leaders understand that the President signs contract on behalf of us, the citizens, who are the voters, whom he leads and whom he promised these services.Gasabo residents need accountability of how we became the last but one district in performance. The authorities should quickly address the situation. Delay will amount to inaction and inaction will amount to maintaining the status quo.Uneven city development will cause problems larger than the district. There may be even a spillover effect that will affect Kicukiro’s performance in the end.
