Imihigo: Every district was a winner

Congratulations to Kicukiro District for its top-drawer performance in the implementation of the 2011/12 performance contracts (Imihigo).On the whole, however, what is deserving of praise is that the overall performance of Imihigo implementation was exceptional as the average performance of all the 30 districts stood at over 80 percent. While Kicukiro District attained a score of 95.5 per cent, the least performer was Rutsiro District albeit with 82.3 per cent.Yet, while this is meant to be a contest for all intents and purposes, there was no dark horse as Imihigo credibly provides a framework for generating desired behaviour and in keeping with international best practice.One of the major challenges in implementation of any strategy the world over appears to be more cultural and behavioural in nature, including the impact of diminished feelings of ownership and commitment. But is it fascinating that districts are rather keen to embed the Imihigo ethic.What with such a stupendous performance in the Imihigo last fiscal year? But while such an average high score in the implementation of projects bespeaks of great efficiency and hard work, it is also prudent for government not to set the targets too low as districts might reduce their efforts to spur development. And flawed targets can have perverse effect.For the meantime, the case for performance contracting at the family and individual levels grows ever stronger.
