Editor,I am writing to respond to a story under the headline "Kenyan police dispute Sh3bn claim of shrinkage by retailers” (The New Times, August 20).  Theft is an ethical problem (not a legal or police issue). Most folks see absolutely nothing basically wrong with "lifting” a few bars of soap or a few kilos of sugar because they see it as just a matter of "equalising” for the taxes and public resources that have been stolen by the wealthy (owners of the supermarkets). Therefore, effective policing must discipline and prosecute all the categories of theft (not just the bottom cadre).Margaret S. Maringa
