Editor,Last week, it was reported in The New Times that President Paul Kagame and members of the Cabinet had raised Rwf33.5 million in individual contributions for the Agaciro Development Fund (AgDF), a newly created sovereign fundThis is a welcome development. This is the innovation of five decades since the so called independence of Africans. In reality we have never been independent. We have been dependent and therefore,the fund is a brave idea, it will surpase Umuganda and I envision Rwanda as an epicenter of the true independence of Africans. It will take courage and hardwork but will be achieved. We should embrace and support this brilliant idea. Paul Ngoga

We have never heard of any such a move in erstwhile European colonies turned into independent nations in the 1960s, as to step up action to seek a financial substitute of development aid. RPF-led Rwanda has led the way in many other aspects over the last two decades. Independent Africa has been lagging behind in terms of economic development precisely because the international cooperation laws prescribing annual development aid grants are assorted with debilitating collateral conditions, rendering proper development virtually impossible. The Agaciro Development Fund is, therefore, most welcome. Let other African leaders honorably take their cue, for if they don’t, Rwanda alone cannot succeed putting up economic development.
