Editor,Members of Project Umubano, an initiative by the United Kingdom’s Conservative Party, which is involved with socio-economic activities in Rwanda, has advised the Government and Kigali city authorities to promote apartments for better land management.While I may have some reservations on apartment idea due lack of adequate water supply and energy, I think Rwanda should embrace what I would call "space-economy housing” rather than apartments per say.I think Rwf28 million is way out of reach for middle income earners whose average income may not permit a loan to that tune from commercial banks. Even the minority of middle income earners who would access Rwf28- 40 million loans, repayment would most likely take a half (1/2) to two-thirds (2/3) of their salary, hence the other half may not be enough to pay water and energy bills as alternative to charcoal energy.I am not criticizing but share my insights hence should be treated as such.Opposing, constructive views would be appreciated.Zamu IsmaKigali
