Editor,I have learnt through your newspaper that Rwanda Utility Regulatory Agency (RURA) summoned the management of Kigali Bus Services (KBS), a local transport company, over its recent decent decision to halt its operations on Kigali.  Everybody was left confused, wondering about why KBS commenced upcountry operations and withdrew their minibuses that formerly plied the city routes without alerting the public. I think it was not fair for them to stop operations without notifying RURA as well. Fred Muheto Kigali
