A Cabinet meeting yesterday appointed Aloysie Cyanzayire, the former Chief Justice, the new Ombudswoman and made several other changes.The changes saw the Chief Executive Officer (CEO) of the Rwanda Development Board (RDB), John Gara, moved to the National Legal Reform Commission as president.Gara will be replaced by Clare Akamanzi, former Chief Operating Officer of RDB, who was appointed in acting capacity.Kalisa Mbanda becomes the Chairperson, National Electoral Commission (NEC), replacing Prof Chrysologue Karangwa, who has been at the helm since 2003.According to a statement, the Cabinet also appointed several former senators to various commissions.The National Commission for the fight against Genocide (CNLG) will be headed by John Rutayisire as president, with Christine Tuyisenge, as his Vice President.Others on the commission are Domitille Mukantaganzwa, the former Gacaca Courts Executive Secretary, Dr. Jean Pierre Dusingizemungu, the president of the umbrella Organisation of Genocide Survivors (Ibuka), Dr François Xavier Rusanganwa, Hilarie Mukamazimpaka, and Théophile Ruberangeyo. Kalisa Mbanda will be deputised at NEC by Marie Odette Kansanga Ndahiro. Other NEC commissioners include Suedi Ntibirindwa, Venuste Ruhigana, Pélagie Uwera, Angelina Muganza, the Executive Secretary of the Public Service Commission (PSC), and Espérance Mukamana.The Cabinet also appointed Augustin Iyamuremye, a former senator and minister, as the president of the National organ in charge of the country’s heroes and medals.Others on this organ include Immaculée Milenge, Faustin Munyakabera (a former senator), Maj. Gen. Jacques Musemakweli, Marie Mukantabana (former senator and minister), Francesca Tengera, Prof. Raphael Nkaka, Tom Ndahiro, and Solange Mukasonga.In other appointments, François Habiyakare becomes the new president of the Public Service Commission, to be deputised by ex-Senator, Agnès Kayijire.The commissioners on PSC include Jeanne d’Arc Kanakuze, Rebecca R Ruhimingunge, Anita Mugeni, Barnabé Sebagabo, and Aimable Uwurukundo.The National ID Board will now be headed by Yussuf Murangwa, Director General, National Institute of Statistics of Rwanda (ISSR), with Alice Kagoyire his deputy.Other members are Nadine Mulindahabi, Fred Mufurukye, Ntare Karitanyi, Languida Nyirabahire, and Yvette Mukarwema.The Rwanda Governance Board (RGB) Board of Directors will be chaired by Antonia Mutoro, the head of the Institute of Policy Analysis and Research (IPAR), while Dr Abbé Deogratias Niyibizi, is the Vice President.Other board members are Dr. Yusta Kayitesi, Serge Kamuhinda, François Nshunguyinka, Chantal Rwakazina, and Speciose Nyiraneza.Meanwhile, Colette Ruhamya, the former state minister for Energy and Water, becomes the Deputy Director General of the Rwanda Environment Management Authority (REMA), while former senator Wellars Gasamagera goes to the Rwanda Institute of Administration and Management (RIAM) as the Director General.The statement also said the Cabinet commissioned a Taskforce that will be charged with promoting science and technology.
