Gasabo district scooped the first position among the three districts in Kigali City , attaining 72.2 percent in the first phase of 2008 performance contracts implementation.

This was announced during the first phase evaluation of 2008 Kigali city performance contracts, an event that was presided over the Prime Minister Bernard Makuza.

Gasabo came on top and followed by Kicukiro with 68.5 percent while Nyarugenge lagged behind with 64 percent.

The Kigali City Mayor Dr Aisa Kirabo Kakira, while announcing Gasabo as the winner said that the district exploited to the maximum the use of the Work for General Interest commonly known as TIG and other innovations which impressed the evaluation committee.

She said the evaluation committee considered sectors like the economy, good governance, and justice.

Kirabo attributed the Gasabo district victory to the stability of its leadership unlike Nyarugenge district which experienced a number of changes in its leadership.

She said Performance contracts are taken as benchmarks used by the government to help give a focus and clarity to leaders which then drives them to become service oriented towards the country’s vision.

Premier Makuza hailed the work done by districts and encouraged them to put more emphasis on medical insurance through the community medical insurance scheme commonly known as Mutuelle de Sante and protection of environment through terracing.

He urged the district mayors to strengthen the anti-genocide clubs in their respective jurisdictions especially by establishing them in schools.

Gasabo has always emerged the best performing district in Kigali city since 2006.
