Editor,I wish to respond to the opinions on the national budget 2012/2013 from some of Rwanda’s prominent professionals, in the story, "Professionals speak out on budget.” I would like to say that of all the opinions I read in the article I find myself agreeing with Jack Kayonga on the proposed increase of the tax on imported construction materials. It will indeed boost local industries like the Steel factory, RULIBA, Cemerwa, and the Granite factory. These industries have all invested a lot of money so as to be able to add value to locally available construction raw materials.  I would like to congratulate the Finance Minister for making such a bold move.I do, however, have to mention the need for clarity on the proposed changes to be made on the investment code. I hope it will not be to the detriment of creating a favourable investment climate.Frank
