Nigerian General hails performance contracts

The head of a delegation from the Nigerian Armed Forces Command and Staff College Brig Gen AA Ilogho, has praised the performance contracts signed by government officials as a sure way to guarantee results.

Ilogho, who is leading a 25 man delegation of students and instructors from the college said this when he paid courtesy call on the Rwanda Defence Forces (RDF) Chief of General Staff, Gen James Kabarebe at the RDF headquarters in Kimihurura.

"The performance contracts adopted by your country is a good thing; you deliver, you stay, you don’t, you go," said the General.

The senior officers from the Nigerian Armed Forces Command and Staff College arrived in Rwanda on April 27 for a study tour and left the country Friday.

The officers who are undergoing a course at the Nigerian college come from four different countries; Nigeria, Ghana, Niger and Liberia.

Ilogho predicted that Rwanda’s success would continue since many women were involved in many spheres of development. He explained that women are very faithful in what they do and do it well.

"After visiting a number of organizations, I encountered four women heading some of them and they are adequate, eloquent and articulate," Ilogho said.

Among the institutions visited are: Rwanda Office of National Park and Tourism (ORTPN), the National Unity and Reconciliation Commission (NURC), National Service of Gacaca Jurisdictions, Ministry of Foreign Affairs and the Ministry of Local Government, among others.

Ilogho said Rwanda has a good principle of setting its own goals when seeking NGOs’ support and not the NGOs setting the conditions. He added that Rwanda had set typical example of how things ought to be done.

He also commended the use of Gacaca courts in solving internal conflicts. He said it would lead to total justice for the society of Rwanda.

"Anyone who might want to do wrong knows that he or she will promptly face justice," Ilogho explained.

Kabarebe invited more trainers and trainees into the country, saying that they would learn a lot from the country and Rwandans will learn from them. "People would explore more and interact with their Rwandan counterparts, especially the African sister countries.," said Kabarebe, adding that the RDF was open and ready to interact and exchange experiences with militaries and nations, Kabarebe

Ilogho expressed his gratitude for the warm welcome and said that as they leave the country, they will encourage people back home and elsewhere to visit Rwanda, saying that there is a lot people could learn, including its leadership.

"Rwanda is a place to visit, the leadership has brought the country from very far, where one cannot imagine where it would be without the present leadership," he said.
