The Public Service Commission (PSC) is conducting investigations into allegations of irregularities in the recruitment procedures of public servants in various public institutions, an official has said.Records from the commission indicate that from 2009 to 2011, the commission received 235 complaints related to unfair recruitment and 552 complaints relating to human resource management issues in various institutions.In an interview, last week, Dr Peter Butera Bazimya, the Director of Human Resource Advisory Services at PSC, said out of the 787 complaints, the commission has so far addressed over 400 while others are pending.Without mentioning the institutions involved, Bazimya explained that out of the 400 complaints, some were dismissed after investigations established that they were baseless, while fresh interviews were ordered in others. "We receive complaints from people who include those who were sacked and others dissatisfied with how the recruitment process is handled among the public institutions,” Bazimya said.He cited ignorance about the recruitment and human resource management laws and regulations among the challenges still facing the human resource management in the country.Conflicts litigation issues, he said, were mainly being caused by ignorance of recruitment guidelines in the public service.He stressed the need for transparency in the recruitment process of public servants.This year, the commission has embarked on carrying out various studies and surveys on how the recruitment and management of public servants is done.Bazimya says the Commission is also carrying out a study on citizens’ satisfaction on the recruitment practices among public institutions in the country to get views and ideas which can be used in guiding public institutions.
