Editor,I am sure there are many eligible and young people out there with different qualifications and skills, and yet they are either unemployed r under-employed. I learnt that the state I am currently in the U.S lacks professional teachers.They look into the capacity and ability of individuals despite teaching experience. This idea can also leverage cost and reduce unemployment at the same time in a country like Rwanda.
