President Paul Kagame has named Jean Philbert Nsengimana the new Minister of Youth, Information, Communication and Technology.ICT and Youth ministries have been merged.Subject to the provision of Article 116 of the Constitution of theRepublic of Rwanda, President Kagame appointed Nsengimana to head the new ministry.Dr. Ignace Gatare, is now the Director General of InformationTechnology Commission.Prior to this appointment Dr. Gatare has been Minister of ICT in the President’s Office.
