Editor, Let me use your newspaper to respond to a letter by Sabin in The New Times, April, 9, titled "KCC ought to be more considerate”.I guess, owners of residential/business property in Rwanda or elsewhere in the world, must be licensed before their property are ranted out.With regard to the Nyarugenge market which city authorities closed until the necessary safety requirements are met, the owners the hurriedly opened the doors to tenants before they were cleared by the relevant authorities.Whatever was lost in terms of property (as a result of the closure) or money should be reimbursed to the tenants by the property owners without delay.And, KCC has an obligation to ensure this happens immediately, in the name of justice.
