Editor,I wish to respond to a story in The New Times, March, 15, titled "Kayonza stray dogs kill 12 goats”. It’s surprising that despite persistent calls from the residents of the affected village in Kayonza District, little or nothing has been done to address the issue. That sort of indifference is uncharacteristic of Rwanda’s leadership and someone should be held accountable.Nonetheless, this challenge is not limited to Kayonza, because similar outcries have come from other parts of the country, including Gicumbi District as well as the three districts of Kigali City. Do the authorities want to act when it’s too late, when the dogs have mauled and killed people? And, like someone has argued before, most of these dogs look to have rabies.I am appealing to the concerned authorities in all districts to deal with these dogs once and for all. First, all dogs should be vaccinated, and two, they should be killed if the owners have failed to take care of them.Agnes MutambaKicumbi
