Editor,Allow me to draw the attention of relevant authorities to the increasing cases of stray dogs around Kigali. Of late, I have observed an increasing number of stray dogs around the city.For instance, there is one that is common around Kisementi area and another one around Kigali Institute of Education (KIE) in Kimironko as well as Kacyiru near Ministeri.These particular dogs appear like they could be infected with rabies yet they hover around with a possibility that they could bite pedestrians and infect them with the deadly disease.I am asking the concerned authorities if there is a way to deal with these dogs, either by getting them families to adopt them or dispose them of before they wreck havoc on citizens. Sometimes they also get run over by speeding vehicles causing a mess.I also request families that own such pets to take care of them or at least give them away to those who can afford them, rather than exposing them to unnecessary suffering.
