EditorOnce again, all motorcycle operators have been asked to use smart cover head gadget to protect passengers from contracting skin related diseases. This is not the first time to pass such a directive. While the idea of using smart head covers is fantastic, enforcing it has been a problem. I still ask myself why Kigali City Council and the motorcycle operators’ associations never enforced this directive after introducing it last year!Otherwise, it’s indeed necessary that Taxi-Motos provide head gears for their passengers. In the past, passengers never cared yet this is about protecting them against skin related diseases.Indeed, traffic laws require that both the rider of the motorcycle and passenger wear helmets for their safety.  We don’t need to be told every time what we should do!Annet BatamulizaNyagatare
