The Appeals Chamber of the International Criminal Tribunal for Rwanda (ICTR) has today ruled to delay the transfer of Jean Uwinkindi until an operational monitoring mechanism by the African Commission on Human and Peoples Rights (ACHPR) is established to monitor his trial in Rwanda.
The Appeals Chamber of the International Criminal Tribunal for Rwanda (ICTR) has today ruled to delay the transfer of Jean Uwinkindi until an operational monitoring mechanism by the African Commission on Human and Peoples Rights (ACHPR) is established to monitor his trial in Rwanda.
The spokesperson of the ICTR, Roland Amousounga, said: "The Registrar of the ICTR has been mandated to carry out work relating to putting up monitoring mechanisms and report back to the President of the Tribunal by 15th of March”.
Uwinkindi last month petitioned the tribunal to reconsider its decision to refer his case to Rwanda, which saw the chamber place an interim order on January 26 delaying his transfer.
Uwinkindi, a former clergyman born in 1961, was arrested in Uganda at the end of June 2010. He is charged with the crimes of genocide, conspiracy to commit genocide and extermination as crime against humanity. He is alleged to have committed the crimes in Kigali Rural Prefecture between April and July 1994, where he participated in the massacre at Kayenzi Church that resulted in the death of thousands of innocent victims.
