Editor,Allow me to respond to Joseph Rwagatare’s article in The New Times, February, 21, titled "of a Citizens’ charter, corruption and change of attitudes”. This article, just like many others by Joseph Rwagatare is an accurate narration of the facts about the matter. Much may be expected from the Charter, but again, one should wonder whether people’s attitudes are going to be changed by the Charter.
