Mandatory insurance

Those compulsorily subjected to Rwandan social security protection are:

To be sure that you are registered with in the pension scheme, first fulfill all the formalities:

Your employer must be registered with in RSSB which issues him or her a registration number that he or she keeps as long as the company operates. It is through the registration number that all company employees are identified.

It is not enough that your employer is registered: It is important that you be registered within RSSB as soon as you are employed, your employer fills for you a registration form which   he or she transmits to RSSB. In turn RSSB accords you a registration number through your employer. You must keep this registration number since it is the only one that you can use throughout your professional career.

N.B: an employee who happens to obtain more than one registration number due to changing employers is required to report such a case to the nearest RSSB branch office so that the contributions on the two registration numbers are combined to avoid loss or inaccuracies in one’s contributions and future benefits. 

It should also be noted that the registration number to be considered while combining contributions is usually the first one that was obtained by the employee.

Voluntary insurance

Voluntary insurance is when a person who is not subjected to social security by the law decides to join the scheme as an individual. In this case, one applies to the scheme and after becoming a member is required to contribute 6% of the salary that he or she has fixed.  However the salary that you have fixed and declared must neither be less than the legal minimum monthly salary nor more than 40 times the amount.

The right to apply for voluntary insurance is accorded to independent workers who have never been subjected to the mandatory insurance as long as they are less than 45 years of age.

N.B:Once you are in mandatory insurance, you can only be eligible to apply for voluntary insurance with in the first 12 months of the date on which your mandatory insurance ended.

Who is eligible to become a member of the medical scheme?

All civil servants working for the state, a public institution, a government project or any other institution whose salaries are paid out of the national budget.

Employees of a private institution whose membership has been requested (and accepted)beforehand according to the following modalities:    

Application letter addressed to the Director GeneralSalary scale for the staff (gross salary, basic salary, authorized allowances and deductions)

Trade registration certificates for corporationsRegistration certificates issued by MINALOC for NGOsLegal registration for an associationValid clearance certificate issued by Rwanda Revenue Authority;Valid clearance certificate issued by the pension schemeNumber of dependents for each employee (spouse and legitimate children)
