Editor,The story in The NewTimes, February, 17 titled "State wants Kenyan don to refund Rwf25m” raises serious concerns. It raises questions on the regulatory capacity of the responsible institution to detect people’s qualification if indeed the don from Umutara Polytechnic University taught since 2008 without being discovered. I have heard of fake lecturers and medical personnel in Rwanda, an issue that should be addressed urgently.Frank WenaniNairobi
