Editor,This is in reference to an article appeared in the February, 17 issue of  The New Times, titled "Gov’t unveils Citizens’ Charter”. This is an excellent development for the country.

Poor service delivery has been one of the obstacles for development in Rwanda. It is one of the tools that local leaders used to exploit the people and of course the private sector is even worse. It also promotes corruption. Thanks to our government’s good initiatives.Emmanuel RugazoraUSA
