Police in Remera Sector, Gasabo District is holding 19 people in connection with attempting to sit for theory driving tests on behalf of others.Upon passing the tests, a person is given a provisional driving license as they prepare to undergo a practical test to acquire a definitive or permanent driving license."If we were to issue these licenses to people without the necessary driving skills, it would be very dangerous as it increases accidents on our roads,” said the traffic police chief, Supt. Celestin Twahirwa. He explained that the police was able to detect the suspects through its registration system that stores the particulars of every applicant.Twahirwa warned the public against the practice saying that apart from the law taking its course, it is risky and undermines government strategy and measures being taken towards road safety.Speaking to some of those arrested, they confessed saying they were doing it to help relatives and friends, but refuted claims they were paid for it."Yes, I did it but I merely thought that since my brother cannot read and write, I could  help him so that he only comes in during the practical test as driving is mostly more practical than theory,” said Emmanuel Nzungize, a resident of Gahanga Sector in Kicukiro District.
