Residents in India’s most populous state have began voting in a month-long local election.Initial reports said heavy rains had hampered voter turn out in some districts of Uttar Pradesh on Wednesday. Out of the total 403 constituencies in the northern state, 55 will go to the polls in the first phase.Voting in Uttar Pradesh, with a population of 200 million, is spread over seven phases and will last until March 3."This is a lengthy and complicated process to provide a level playing ground to all the political parties,” Chief Electoral Officer Umesh Sinha said.
