The City of Kigali has announced that the Physical Detailed Master Plans (PDMP) of Kicukiro and Gasabo districts will be completed in December in a bid to ensure the sustainability of land use and further facilitate investment . The announcement comes in the wake of complaints from residents of the two districts, who for some time have been barred from constructing houses in their plots, until the release of the master plans .The drafting of the two plans commenced last Friday.To plans to be developed by SCE SURBANA, a Singaporean firm, which also developed the Nyarugenge master plans, will cost US$ 3.5 million (approximately Rwf 2 billion).Currently, 18 out of 30 districts in the country have master plans in place, while others are expected to unveil theirs before the end of the year.According to Lillian Mupende, the Director of Kigali Construction One-Stop Centre, as opposed to the Nyarugenge master plan, the Kicukiro and Gasabo plans will be aimed at developing residential townships.The Nyarugenge master plan, which was completed in 2010, mainly targets at developing a financial and commercial hub at the Central Business District (CBD). The master plans will ensure the sustainability of all land use developments in the City and guide city development in the next 20 to 30 years.The two master plans will integrate the existing sub-area plans of Kimihurura and Kinyinya in Gasabo, and Rebero and Masaka in Kicukiro and other existing zones.
