Poor procurement procedures have been cited as some of the hindrances to the successful implementation of performance contracts (Imihigo) in districts.The revelation was made during a two-day meeting that brought together local and central government leaders to review the progress of the 2011/2012 performance contracts.Policies applied by the local leaders during tender invitations towards the execution of certain projects in the districts were dragging the process.According to the Mayor of Huye District, Eugene Muzuka Kayiranga, performance contracts are on track despite the challenges that stem from procurement delays."We call for bids, and the entrepreneurs who win tenders, delay to sign contracts, thus delaying the work,” he said.All local government leaders are expected to have implemented their performance contracts by May, before they are presented to the Head of State for signing.The Mayor of Kayonza, John Mugabo, also said procurement procedures were hindering implementation of contracts in the district."Entrepreneurs were delaying to start working on the projects they agreed to do even after signing contracts with them,” he noted.Speaking at the forum, The Minister of Local Government, James Musoni, said that although the 2011/2012 performance contracts were on course, leaders should ensure they have implemented their contracts by May."We have set up public financial management committees at sector, district and the provincial levels to assist the leaders in developing proper procurement and budgeting plans,” he asserted.Musoni stated that during this fiscal year, performance contracts were moving smoothly compared to other years, adding that the leaders had become more responsible to the contracts they signed.At the same meeting, the Governor of Central Bank, Claver Gatete, sensitised the leaders on how to access funds from microfinance institutions and banks.The recommendations from the meeting will be among issues to be discussed at the government retreat slated for next month.
