Editor,

Dutch prosecutor, Hester van Bruggen, who is in the country to investigate Genocide fugitives holed up in the European country announced that Genocide fugitives should never be accorded a safe haven in Holland by pronouncing that "People with blood on their hands shouldn’t feel they’re safe here.”

This should be the approach adopted by all Western nations that harbour genocide fugitives. If Canada goes ahead to extradite Leon Mugesera on Thursday, it will have set a major precedent.

It should also be the collective responsibility of the international community to ensure that all people suspected of having a hand in the genocide are brought to book.

What would be the view of such countries if Rwanda was, for instance, harbouring terrorists who were involved in acts of terror crimes in their territories?
