Tenga, who is also the president of the Tanzanian Football Association, was elected for the second term in November. He said that Cecafa is desperate to strengthen the U-17 and U-20 regional championships and will host two youth events after every two years.

"This move will help in improving the standard of most senior national teams in the Cecafa region and help them compete strongly at the highest level. "We hope to host junior tourneys every two years,” Tenga noted.
Cecafa has always held organized four tournaments, namely Senior Challenge Cup, Club championship, the Under-20 and Under-17 championships, but the council has often struggled its tournaments particularly, the junior events due to financial limitations.
As a result, the region has kept lagging behind among other continental football regions, while hardly presented in African Cup of Nations and FIFA World Cup finals.
