In an interview with The New Times, Fazil Musa Harelimana, the Minister of Internal Security, said: "There are some procedures we have to follow before we commence the construction, such as the architectural design, which is in line with the city master plan.
"We are going to team up with Nyarugenge District and Kigali City Council to first identify the area where to construct, in the vicinity of the prison.”
The Kigali Central Prison, which covers eight hectares, is set to relocate to Butamwa, also in Nyarugenge.
The prisons headquarters, according to the minister, will occupy a small part of the property, that is considered prime land, while the rest will be given to developers.
"We will not wait for the prison to relocate to start the construction process,” said the minister, adding that construction of the headquarters and the new detention facility will run concurrently.
Harelimana explained that the construction of Butamwa Prison, which will also see Remera prison in Kimironko relocated, will be completed late next year.
"Some prisoners at Kigali Central Prison will help us in the construction (of RCS head offices) before they relocate to Butamwa,” he noted
Mary Gahonzire, the Deputy Commissioner General, Rwanda Correctional Services, said they are planning to relocate to a more convenient location, as they await their permanent offices.
"This place in not convenient…but the government is going to get us premises where will be operating from, for the meantime,” Gahonzire said.
By press time, efforts to speak to Kigali City officials were futile as none of those contacted could be reached on their phones.
