After reading the story "Gov’t to streamline service delivery” and "corruption watchdog warns local leaders against graft” all published in yesterday’s issue of The New Times, I would like to suggest that local government offices devise score cards to grade efficiency in service delivery.
The cards will be able to determine how long it takes to get an ID, passport, land title, ambulance services, police intervention to mention but a few. By comparing the actual time frame to the recommended one, it will make it easier for institutions to determine whether they are effective or what needs to be done.
This system has worked elsewhere and it can help Rwanda too.
I believe that Rwanda has an added advantage because of advancement in technology which can be used to track services requested and those actually delivered.
