This year, all motorcycle operators were asked to use smart cover head gadget to protect passengers from contracting skin disease, an idea fronted by the Kigali City Council in partnership with the motorcycle operators’ associations.

It was a good initiative but as I write now, nobody is wearing it. Why did we introduce the gadget if we knew the enforcement aspect would be a total failure? I know many Kigalians realise my concern. If at all we are to initiate measures that ought to be achievable,let us start something achievable rather than rush into unfeasible elements.
