Allow me to react to a story that appeared in The New Times over Rutsiro District authorities cancellation of a contract worth Rwf.3.3bn it had awarded to a local contractor, Usengimana Richard Enterprise, after the firm failed to meet laid-down regulations.
While it was commendable for the district to act in time, it is deplorable that the contractor was given a down-payment but still failed to execute the task at hand.
In most cases, such a big contract should be handed to an enterprise with enough capital to commence work without any advance payment. The current state of affairs is therefore, not just embarrassing but also unacceptable especially to the tax payer.
Usengimana Richard Enterprise should face the law for misuse of public funds and refund or account for every coin spent.
This is a holdup in the country’s development process and should, therefore, serve as a lesson to all Rwandans
