KARONGI - Politicians have a responsibility to deliver justice to society, High Court president Johnston Busingye  has said.

He made the remarks yesterday during a quarterly meeting with court officials and other partners in Karongi and Rutsiro districts.

"Leaders have a task of ensuring that justice prevails among the citizens they serve. They are obliged to follow up on the implementation and take the initiative to solve problems,” he underscored.

Busingye emphasised that it is everyone’s duty to participate in building a strong judicial institution.

"Strong institutions are indicators of a strong country and every individual has a role to play in building them,” he urged.

The High Court president noted that the judicial sector has made tremendous progress since the adoption of judicial reforms eight years ago.

"Courts were highly disorganised with dilapidated court houses. There were neither a transparent processes nor did they respect timeframes,” he said.

Busingye added that unlike today, no procurement policy and procedures existed in 2003.

He revealed that currently, a judge handles 20 cases on average while prior to the judicial reforms, each handled only two cases monthly.

Karongi was singled out as one of the districts with few pending cases. Mayor Bernard Kayumba attributed the performance to collaboration between all levels of leadership.

"We work closely with the courts because they help us in our campaign to sensitise the public about the law and its interpretation,” he noted.
