KIGALI - The Rwanda National Police (RNP) has announced plans to relocate from its Kibungo-based disciplinary centre in Ngoma District to Kigali early next month.

The Deputy Inspector of Police, Stanley Nsabimana, revealed this yesterday while outlining some of the force’s projects in the pipeline to the Minister of Internal Security, Fazil Musa Harelimana.

The National Police falls under Harelimana’s docket.

The minister was on an inspection visit to the force’s head offices in Kacyiru, Kigali, where he observed the achievements, challenges and future projects of the police force.

The force is presently constructing a new facility in Kacyiru where the disciplinary centre will be based.

The disciplinary centre accommodates only officers penalised by the force’s disciplinary unit that enforces its code of conduct.

All officers, whose penalties exceed a sentence of four months, are expelled from the force.

Harelimana also toured the newly established police media centre. He urged the force to consider establishing a police radio station.

The minister also told the police to ponder the privatisation of the Remera-based Motor Vehicle Inspection Centre (MIC). The centre was previously privately owned until the government later handed it over to police for effective management.

Other projects toured include the new block for the Joint Operation Centre (JOC), which is under construction, commissions of finance, operations, human resource and Criminal Investigation Department (CID).

 JOC brings together RNP, RDF and other security agencies.

The Police also intends to establish an ethical centre and staff college at the National Police Academy with a division for junior and senior officers, respectively. The latter will also offer masters degree programmes.

About 310 officers are currently enrolled in various universities in and outside the country.
