A resolution reached by the Rwanda Housing Authority (RHA), architects and representatives of People With Disabilities (PWDs), requires all owners of public and commercial buildings, to have specific access provisions for PWDs.

These facilities include; specialised toilets, designated parking spots closest to the entrance, signage and substitution to stairs. The visually impaired, are also to be provided for accordingly.

The government in 2009, through a ministerial decree, issued an order that requires all public buildings to put in place facilities that are friendly to PWDs as a means of empowering them to lead a full and normal life.

At the same time, recent construction projects undertaken by government have incorporated facilities that enable easy access for PWDs.

However, it is apparent that the majority of public and commercial buildings in the country are yet to implement this directive.  It is important that all concerned stakeholders, ensure that this decree is implemented without fail.

The public transport sector should not be left behind. With Kigali Bus service looking to import more new modern buses, they should ask the supplier to include provisions for PWDs.

Additionally, a mass sensitisation campaign aimed at raising awareness on the rights of PWDs should be carried out. The PWDs deserve to enjoy all benefits like every other citizen and always support them whenever the need arises.
