President Paul Kagame is set to preside over the closing of a month-long civic education programme (Itorero) of more than 2000 cell executive secretaries drawn from across the country.

The event which is also part of the "Meet the President” series whereby the Head of State holds conversations with various categories of Rwandans is taking place at Intare Conference Arena.
The training, whose theme is "Strengthening Itorero at Village Level” covered several topics that revolve around addressing domestic conflicts, teenage pregnancies, fighting corruption at the grassroot level, unity, reconciliation, community resilience and development issues, including patriotism, service delivery, dispute resolution mechanisms, social protection mechanisms, among others.

The training was organised by the Ministry Local Government and Social Affairs, and the Ministry of National Unity and Civic Engagement.
Ramula Niyomukiza the Executive Secretary of Nyarubogo Cell, Ngarama Sector in Gatsibo district said; "We will strive to involve the people in development planning and the execution of development programmes.”
For Emilien Ndacyayisenga, the Executive Secretary of Birenga Cell, Kazo Sector in Ngoma District, "Majority of community issues can be solved at a cell level. We have been equipped with skills to address these issues and improve service delivery.”
The cell is the second lowest administrative unit in the country. The country has a total of 2148 cells, 416 sectors and 30 districts, spread across four provinces and the City of Kigali.
