KIGALI - The Minister of Internal Security, Sheikh Mussa Fazil Harelimana, on Thursday witnessed employees of the Rwanda Correctional Services (RCS), sign performance contracts.
 
Those who signed the contracts include senior RCS officers, district coordinators as well as 14 heads of prisons.

Speaking at the event, Harelimana, welcomed the initiative, saying that it will lead to improved service delivery.

 "The performance contracts signed here will help employees of the institution to work with a more focused vision and targets in terms of increasing production,” Harelimana said.

He urged them to maintain discipline and integrity in their daily activities, saying that it would enable them to easily change the mindset of inmates, in the quest to help them become better citizens once they have served their sentences.

The RCS Commissioner General, Paul Rwarakabije, said that the performance contracts would promote service delivery and justice among RCS’s employees.

"The performance contracts are in line with the government policy of accelerating socio-economic development and I am optimistic that this will enable our institution to become more vibrant financially,” Rwarakabije said.

Among the pledges made by the officials, include the enrolment of more inmates in adult education programmes with a target of at least 4,500 inmates expected to be taught how to read, write and count.

They also pledged to renovate, to modern standards, some prison facilities like Karubanda Prison in Huye District and also ensure that more convicts are enrolled on the TIG programme.

TIG (Travaux d’Intérêt Général) is a French acronym that means "works of common good. The programme allows people found guilty of participating in the genocide to serve all or part of their sentences doing community service.
