Mali, Zambia and Malawi complete the list of foreign teams.
The tournament is scheduled to run from November 27 – December 13.
Tanzania will host the event for the second year running, the first time it has happened in the competition’s history.
Last year, Tanzania’s Taifa Stars lifted their third Challenge Cup title after a hard fought 1-0 win over guest side Ivory Coast in the final. Rwanda was knocked out in the quarter-finals.
